BGR Award for Wakro student

WAKRO, Sept 8: In a simple function at Anugrah the Beena Ghose Roy (BGR) Award for academic excellence was presented to Kenter Tacha, daughter of Yasap Tacha and EkenTacha today. The BGR Award is being presented every year to mark the International Literacy Day to best performer among the Arunachal Pradesh Scheduled Tribe students appearing for the AISSE of the CBSE from the government secondary school, Wakro.

The name of Kenter Tacha was recommended by Md Ahmad, Head Master of the government secondary school, Wakro. Yasap Tacha received the certificate and cash award on behalf of Kenter who is pursuing studies in Itanagar.

Earlier in a visit to Anugrah, Seju P Kuruvilla, Superintendent of Police, Tezu appreciated the Anu Shiksha Seva Trust for services rendered to society. The SP further exhorted all members of the ASSET to continue to serve the society with dedication.

Kuruvilla also took out time to meet and interact with Apne Apyailu Mam and Apne Reshma Halai, girl children sponsored free education with assistance from  the 82 Mountain Brigade of the Indian Army. He expressed happiness saying such initiative by the army will do wonders to the society as education is the best way to touch lives and brighten the world. Damodar A.T. IFS also interacted with the children. Damodar also conveyed that good schools committed to the cause of imparting good education to the students is the best way of helping develop a good healthy society.

 

GMSC drub BT-XI in Giogi Taya Memorial Football tournament

ITANAGAR, Sept 8: The 2nd state level Giogi Taya Memorial Football tournament-2013 began at Rajiv Gandhi stadium Naharlagun today.

In the inaugural match played between Gora Makik Sports Club (GMSC) and  Bamang Taji XI (BT-IX) the former  defeated the later by 3-2.  Ligang Bongo of GMSC netted two goals, while Hage Kemo scored 1. On the  other hand, Hage Talloh and Nize Zirdo scored one each for the  Bamang Taji team.

Altogether 25 teams are participating in the  tournament. The final match  will be held on Sept 26.

Participating in the inaugural session of the tournament as chief guest, district fishery development officer Pani Taram emphasized on maintaining discipline in sports. Kipa Takum and Gangta Tugung, councilors of Ward No 25 and  26 respectively were present as guests of honour.

International Literacy Day celebrated

ITANAGAR, Sept 08: The International Literacy Day was celebrated by the Govt. Middle School, Barapani, Naharlagun under the banner of  “Papum Pare Zilla Shaksharata Samiti (PZSS)”.

School children took out a procession to create awareness on literacy  and shouted slogan like “Siksha hey adhikar hamara, sikshit bane samaj sara”, “Parhti kanya parhti nari, unnat hoti doniya sari” and “literate women, educate society”.

Speaking on the occasion, T T Tara, DDSE cum member Secretary PZSS, highlighted the importance of the literacy for all-round development of individual, community and society, particularly of Papum Pare District. He further appealed all the citizen of the state to assist and contribute in the mission of eradicating  illiteracy from the  state.

Highlighting the aims and objective of the  International Literacy Day, Emin Rumi, APO also informed the mass about the education scenario of the Country. It was only 12 per cent  in the year 1947. Today as per the Census 2011, it has raised to 74.04 per cent. Of which Literacy rate of Arunachal Pradesh is 67 per cent.

Head Master of the school P P Dorjee also spoke on the occasion.

 

AAPSU & CCPDA adopt  joint resolution

ITANAGAR, Sept  08: The executive members of AAPSU and CCPDA in a joint meeting held at Naharlagun today unanimously resolved that no demand of fuel by hand-slips, letter pad will be entertained by all petrol pumps. Even telephonic demands will not be entertained in the name of AAPSU.

It was further resolved that any one found to be misusing the name of AAPSU to obtain fuel from the petrol pumps shall be handed over to the legal authorities and further action will be initiated by AAPSU against them. This was informed in a joint press release issued by Techi Doni, assistant general secretary, AAPSU, who is also chairman in-charge of fuel and CCPDA president Tadar Babin

 

Training on Panchayat

Enterprise Suite begins

ITANAGAR, Sept 8: Two weeks training programme on Panchayat Enterprise Suite (PES) for district level Panchayat officials has started at DC's Conference Hall, Changlang. The training is sponsored by Department of Panchayati Raj, Govt. of Arunachal Pradesh in collaboration with NIC and district administration. The training programme was inaugurated by M.C. Roy, ADC-cum-DPDO (District Panchayat Development Officer), Changlang District in presence of Saurav Das, trainer (DPMU, District Project Management Unit), Radhe Hinda, DIO, NIC Changlang, and other participants. All district level panchayat functionaries attended the training programme.  

M.C. Roy appraised about implementation of PES in the Panchayati Raj System and said PR system will be more accountable and effective with the implementation. He asked all the participants to receive the training properly for better implementation of PES in the PR system. Later, Radhe Hinda, DIO NIC told the trainees, "you must have desire to learn; Nothing is impossible, you can learn computer operations and PES software while you are doing hand-on practically in front of computer screens if you have the aspiration."

The PES software developed by National informatics Center (NIC) is one of the initiatives of central government for implementation of e-Governance in Panchayat Raj Institutions (PRIs), which is sought to be achieved through the e-Panchayat MMP (Mission Mode Project) under the National e-Governance Plan (NeGP). The Ministry of Panchayati Raj (MoPR) has undertaken e-Panchayat Mission Mode Project (e-Panchayat MMP) with a view to introduce and strengthen e-Governance in Panchayati Raj Institutions (PRIs) across the country and build associated capacities of the PRIs for effective adoption of the e-Governance initiative. Under this project, Panchayat Enterprise Suite (PES) has been conceptualised which comprises 11 Core Common applications to make the planning and accounting of Panchayat schemes online so that Citizen can access the services and schemes of government under the e-Panchayat and also Ministry of Panchayati Raj (MoPR), Government of India can access to the functioning of the Panchayats in the states.

 

AAPSU against demolition of big structures

ITANAGAR, Sept 08: While supporting the ongoing eviction by the state government for taking over land for right of way for national highway, school compound, temple or church or public ground, the All Arunachal Pradesh Students’ Union (AAPSU) said it would not tolerate or allow dismantling of buildings for any other purpose.

After a meeting with Capital Complex Land Affected Peoples’ Forum (CCAPF),  AAPSU president Kamta Lapung pointed out that 30% and 70% of the land belonged  to reserve forest and  to community respectively. Instead of creating a controversy over the issue, the GoAP should voluntarily issue land possession certificate to the occupants in the twin capital without any distinction and create a conducive situation to resolve the issue immediately, Lapung said in a statement.

Accusing the GoAP for “failure in all front”, he asked the authority to stop circulation of notice to individuals for eviction drive as AAPSU as per its principle is committed to protect the property of every individual.

Either all the dilapidated GoAP quarters should be maintained or float tender for the purpose floated.

Lastly, Lapung suggest the GoAP to create the table for early solution with Capital Complex Land Affected Peoples’ Forum.

Flood-affected people cry for relief

DAMBUK, Sept 08: Visit to flood affected areas of Anpum-Paglam by local panchayat leaders has revealed that local residents have received no relief material or even attention by the state government.

The flooding crisis followed after last week’s heavy downpours that caused Dibang and Datung rivers to over flow, leaving large parts of Paglam and surrounding areas under water.

The tour for flood affected areas started out Saturday morning led by Kaling Pertin, Zilla Parishad Member, Dambuk. The tour team had to track through Chapakhowa and Amarpur in Assam to reach Paglam due to closure of Roing-Dambuk road caused by the overflowing Dibang river.

This 50 km long Roing-Paglam road has to cross three rivers – Dibang, Datung and Bhalu ghat. In between, since there are no modes for conveyance, the tour team had to walk for several miles.

On reaching Paglam circle headquarters, the team was received by local panchayat leaders, government officials and the local public. Tokbom Saring, Anchal Chairperson, Dambuk, Moba Riba, Anchal Samity Member (ASM), Bango, and Monitong Mili, ASM, Anpum accompanied the team.

Local residents say that they had not seen any government officials in their area, nor have they received relief materials. Many were livid with anger that government had abandoned them to face life with virtually nothing. A small medical team from nearby primary health centre was the only help available for them. A week has passed by since the whole area was deluged by flood water where up to 10,000 people of the circle are affected. Transport in most parts of these areas has also been paralyzed due to damaged roads and overflowing river water.

Local residents are wholly dependent on agriculture, and this part of the region is the most important food-producing areas of the district. The flooding has now totally destroyed farmlands in these affected areas. They are now heartbroken over these losses as it is the time for reaping the crop.

Villagers are decrying the absence of government officials as they having been reduced to the most basic existence, where even drinking water is in scarce.

The flood crisis has given rise to lack of safe drinking water in these areas. In several of the houses, the hand pump is submerged under the water, which was the only source for safe drinking water. The flood water has also not spared the roads, culverts and electric poles, damaging all that comes through its way.

The flooding has also damaged the school infrastructure. The campus of government secondary school in Paglam are all covered with dirt and mud carried by flood water. All classrooms are badly damaged with walls perforated by gush of flood water, and desks and benches washed away.

Almost all parts of Paglam headquarters is severely affected with several government quarters, private residences and the government offices inundated by flood water.

Learning of the miseries of flood affected people; the Dambuk anchal samity leader Saring donated Rs 20,000 as immediate relief. Announcing the relief, he said its best they are doing with Dambuk anchal samity currently plagued by severe shortage for resources.  

The local villagers carried ray of hope from the visiting team. “We hope authorities learn of our miseries. Government officials keep abstaining as well our own leaders do ever care to visit. This visit has brought us some hope,” said one resident.  

 

 

Govt requests ANSU to reconsider proposed 36-hour bandh call

ITANAGAR, Sept 08: Responding to the charter of demands placed by All Nyishi Students Union (ANSU), the State Government today clarified that all the matters have been taken up in right earnest.

While establishment of additional police stations in and around twin capital city of Itanagar has already been materialized, notification for opening of additional police station at Chimpu, Niti-Vihar, Pappu Hill and Nirjuli has been issued.

The process for installation of CCTV camera at key locations is actively being taken up and is under various stages of progress. The government is taking every care to ensure that it is expedited and completed soon.

In respect of Bomjen Gapak murder case, the Police is doing all out effort to nab the culprits. The government is confident that the breakthrough will be visible in coming few days.

Arunachal Pradesh Chief Minister Nabam Tuki has been very particular in dealing with crimes and criminals. He has been reiterating that a criminal is a criminal without any religion, tribe, community or region and that his government will not tolerate any sort of criminal activities nor would spare any criminal irrespective of his or her background, position or connections.

“At all costs, law of the land will prevail,” he had assured on many occasions. All sorts of criminal cases and law and order problem in the state are being seriously viewed.

The matter of a full time Home Minister has been referred to the Party High Command for appropriate decision.

“We are hopeful that a decision in this regard will soon be taken,” Tuki said. He also observed that decisions once taken takes time for implementation as there are laid down norms and legal procedures to follow. Hence, it is advisable that the citizens bear with the government and cooperate instead of giving deadlines for certain demands to be fulfilled.

“Please don’t jump to conclusions that the Government is sleeping over issues and doing nothing. It is for our own good and overall benefit of the people that issues are sorted out as soon as possible. But at times certain things are beyond the control of even a government,” the Political Secretary to Chief Minister Bamang Tago pointed and appealed all to understand the situation.

In the light of above, the Tago requested ANSU to reconsider their 36 hour proposed bandh call from September 12 next for the greater interest of the common people particularly the daily wage earners and the business communities. He further cited that in the backdrop of monsoon creating havoc in form of flood and natural calamity, it would be tough time for all to fight against the nature’s fury at times of emergency if the bandh is being affected. “This is the period of school examinations and there are many schools which are conducting Second Semester examinations these days” Tago said while appealing the Union to call off the bandh so that the academic activities of the students are not affected.

 

 

Public raise concern over poor road condition

ITANAGAR, Sept 08: Public of Dulom village has expressed their serious concern over the deteriorating road condition of Dulom village connecting Daporijo town to Dulom village. The poor road condition may lead to accident in near future.

A meeting was convened under the chairmanship of ASM Dulom, to discuss the poor road condition of Dulom village. Due to random earth cutting near the road side surface of road is getting destroyed and leading to landslide in many places.  Owing to which vehicle movement is not possible since many years.

Using of JCB in the earth cutting has become serious matter of concern, as using this machine leads to major destruction of pipeline and damage road. Villagers are facing huge problem due to this earth cutting as the road is not motorable for vehicle. Big problem  arises especially during the emergency  when they are to carry patient to hospital.

Villagers led by ASM Dulom has strongly appealed department concern to maintain the road and initiate legal action against the public involved in earth cutting leading to the damage of road.

 

 

Youths are the custodians of Nation:  State BJP

ITANAGAR, Sept 08: Youths are the nation’s power and custodian of the nation, said Bharatiya Janata Party (BJP) Arunachal Pradesh president Tai Tagak yesterday while addressing  the inaugural session of Bharatiya Janata Yuva Morcha   leaders in BJYM state executive conclave at Naharlagun yesterday.  Tagak said the youths act as a bridge between old and new generation  in the society and  party and people  in the political system of the  country. They are the custodians of the nation, he said while emphasizing the need of channelizing the youth power with effective policies  and programme  for the cause of the  state, nation and society as a whole.

The BJP president, while pointing out the prevailing  scenario in the country and state such as spiraling rise in prices of essential commodities, corruption and  internal and external insecurity and atrocities against women and girl anywhere in the country, exhorted the youths to come forward to save the  state in particular and nation in general.  

The BJP president also called upon the BJYM leaders to reach out to the people of the state to know the reality of the people  in ground level and to strengthen the party organization. Only a strong and organized party can ensure true spirit of democracy,  Tagak said.

“There is need of leaders who truly leads the youth based and groomed from an organized party and the state is yet to have this taste”, the BJP president said and called upon the BJYM members to struggle hard to set this trend in this frontier state. This change of mindset and attitudes in the upcoming younger generation leaderships would certainly bring changes and  help in building new Arunachal, the BJP state president  said and emphasized the need of team efforts to “unearth the true face of state Congress Government before the public”.  The BJP president also strongly condemned  the both  Central and State Govts   on the uncontrolled price rise in  the essential commodities and food items and worse kind of economic situation.

Former MP and national executive member Kiren Rijiju in his speech said  youths are the future leaders of the country.  Rijiju also observed that BJYM has no student wings which slow down the party activities.

Former MP and National general secretary, Tapir Gao attended the concluding session and called upon the youth force to work hard and save the nation from the clutches of ‘wrong hands and miss-governances’ for which the country men are  facing the  brunt of increasing  prices of essential commodities for last few years.

State BJP general Secretary in-Charge Organization and Prabhari state BJYM also addressed the meeting and called upon the party’s youth wing to maintain party discipline and follow the path and sacrifices shown by the party ideologues- Dr. Shyama Prasad Mookherjee and Pundit Deendayal Upadhyay and party patriarchs – Atal Bihari Vajpayee and L.K. Advani.

Pasighat ‘Juvenile Home’ - nobody’s baby

PASIGHAT, Sept 08: Juvenile Remand Home, Pasighat, the only home of the juvenile delinquent in the state is running without proper infrastructure and other requirements to host the inmates. Lack of vehicles and manpower shortage  become major impediment in smooth functioning the ‘Home.’

There are six contractual staff including the cook man and gardener, who have been assigned to conduct overall activities of the juvenile home. Although the contractual staffs have been performing theri duties with minimal incentive, yet the authority’s negligence is bringing a bleak future to their families.

This correspondent, during recent visit noticed  pathetic condition inside the juvenile home depicting utter negligence from the governments end. A larger portion out of the allotted 7 hectare plot inside the home is lying unused and covered with unwanted weeds and bushes.

The contractual staffs, while  revealing their grievances said that they were working here for several years with an expectation of regularization, but the authority’s negligence is pouring cold water on their cherished hope.

The Juvenile Justice Act, 2006 passed by Indian Parliament came into existence in the state in 2007. The Act was enforced in order to take proper care and rectify the young criminals through proper education and rehabilitation measures. The Arunachal government, following legal provisions of the Act, set up the ‘Juvenile Home’ at Pasighat town outskirts in 2008. But the home is not yet properly functioning thanks to the negligence of the successive state governments. The juvenile inmates are debarred from getting proper care and rehabilitation measures.

The district Women and Child Development department has been moving the authority to appoint regular staff for running the juvenile home, their move fails to attract attention of the concerning ministry. The home had a sanction of Rs 17 lakh for construction of administrative building, staff quarter, girls’ hostel inside the home complex. But, appointment of regular staff, arrangement of vehicles and other facilities are yet to be addressed.

 

 

51st APLS literary session dedicated to Bhupen Hazarika

ITANAGAR, Sept 08: The 51st literary sitting of Arunachal Pradesh Literary Society (APLS) was dedicated to observe 87th birth anniversary of stalwart legendary figure Late Bhupen Hazarika held today at Conference Hall of J N State Museum, Itanagar. The literary session was chaired by its executive member Dr S K Ghosh.

Besides the floral tribute to the portrait of Late Bhupen Hazarika, Inumoni Das Borah presented a Bhupen Hazarika’s Song- “Bimurta More Nikhati” to pay tribute to the great sole.

The literary session started with as usual ‘Santi stotra’ led by Lisa Ghosh. The 51st session received new dimension with the presence of two poets as maiden participants in this literary platform. First one was renowned Child Specialist of Naharlagun General Hospital Dr Takop Zirdo in the form of sensitive poet as an expression of his emotional upsurge. He presented three self-composed poems in Galo language “Sikkim Nom Mvvpa Duuna”, “Mehwr Kollela” and “Rokom Doxi Gv Mupuk Nam”. Second one was a student of Government Higher Secondary School, Itanagar, a budding poet recited a superb English poem “Dream”. The literary session was meaningful for having submission of many literary contributions by its members. Lisa Ghosh a student of class-X, VKV read out a creative story “Happiness”-a mind blowing piece. Another student Aryamaan Das Borah presented a story-“Kiku learns a lesson”, Dr.Radhe Yampi read out a sensitive writing “It is not God saved You”, R N Koley offered a mini creative story-“Aaj Shanibar”. Before conclusion, Roman Das Borah presented a melodious Galo Song to the members present.

 

 

Monthly coordination meeting facilitates improvement in work culture

BOMDILA, Sept 08: Perhaps West Kameng in the state may be the only district to have the monthly co-ordination meetings of officers and staffs on regular basis.

The credit for facilitating this platform, where the officers and the staffs of DC’s and its allied offices freely interact to bridge the inherent gap between the two sections of people based on job hierarchy, where the stage is set for self introspection, where one is motivated to inculcate a sense of discipline, dedication and obligation for public service and where one affirms to set some standards for self and others to follow etc, undoubtedly goes to Deputy Commissioner A K Singh; who took over the reins of the district administration in the month of April  last and made the co-ordination meetings a mandatory one and outlined his priorities whereby work culture topped the agenda.

The monthly co-ordination meetings; one among some of the means and ways which could pave the way for attainment of the targets as outlined; thus came into existence, and the results obtained in these first four months or so; though modest in nature and quantum, are there for everyone to see.

A marked difference and further improvement is being seen and felt in the working system, which if followed by others in the state, would surely make a worthwhile difference and also would strengthen the hands of the state government in pursuit of its cherished dream and vision – people first & people friendly government.

The co-ordination meeting held on the last working day of August, among others aimed at digitization of office files and records based on the format developed by the Kerala state government with modifications in the software in tune with the local requirements, installation of Bio-metric attendance machines in the various offices functioning in the district headquarters Bomdila and installation of CCTVs in the DC’s office.

An individual can pave the way, be the torch bearer, be a friend, philosopher and guide but it depends on the people, the mass and the society to make it count and worthwhile by joining hands and marching forward in the interest of public service. (From  Gocham Taga, DIPRO)

 

 

Forum for suitable solution to land encroachment issue

ITANAGAR, Sept 08: While appreciating the ongoing ‘uniform’ verification drive by CEO cum ADM in Capital Complex, the Capital Complex Land Affected Peoples’ Forum (CCLAPF)  today said that no private buildings constructed in the so called encroached Govt. plot shall be left out.  

In its general body meeting held at Nikum Niya Hall, Nirjuli today, the Forum apprised the members that it had called on the  DC capital  and many other Govt officers and  public representatives  on  this issue and  also submitted its representation to the Chief Minister. As the eviction drive affects more than 20,000 people, the legislators and other dignitaries assured to look into the matter sympathetically, the Forum said.

The CCLAPF further said  that no sectors or colonies in the entire Capital Complex is completely free from the so called encroachment cases. “In fact large number of private buildings, whose combined value would run into hundreds of crores of rupees, have already come up and is providing shelter to thousands of families.” The Forum feels that at this stage, the whole issue should be looked into in a very holistic manner. “Further, considering the number of private buildings which have already come up in the so called encroached Govt. plots in all the sectors; the effect and scenario in the event of any demolition, if ever carried out uniformly, would be no different than a city which has been ruthlessly bombarded. In other words, the Capital Complex would become a ruined city.” The Forum earnestly hopes that the present people first government of the state would surely evolve some suitable solution to this vexed issue.

 

 

Sonowal Kachari team wins C K Memorial football

NAMSAI, Sept 08: The Sonowal Kachari team defeated the Mahadevpur Highway team in the final match of C K Memorial Football tournament played at Mahadevpur under Lekang circle recently.   Around 800 enthusiasts’ football lovers enjoyed the final match of the tournament.

Participating in the closing ceremony of the tournament organized by the Socio-Economic Welfare Association (SEWA), a Namsai based organization in Lohit district, Finance Minister Chowna Mein highlighted the importance of sports for youths and appreciated SEWA for this noble cause. He further said that state government is very much keen to promote sports for the youths from district and sub-division level in the days to come.

Robin Baruah, Secretary, Organizing Committee cum Joint Secretary, SEWA Lekang Block disclosed the  activities of the organization against drug abuse by the youths. He said that the Association’s main objective is to target the non-addict youths of the society so that they do not  fall prey to drug abuse. SEWA president Dr. C M  Thamong also spoke on the occasion and explained the ill-effects of opium and drugs. He also appealed the youths to be aware  ill effects of killer drugs and refrain from it.

Among other officials, ADC Namsai, EAC Lekang, HoDs of various departments, ZPM and other public leaders were present in the occasion.

 

 

Book on  ‘Boh Ao’ released

ITANAGAR, Sept  8: Adi Bane Kebang (ABK) president Kangir Jamoh today unveiled a book named ‘The Boh Ao…History and evolution of the Boh Ao Tribes of Arunachal Pradesh’ written by pugilist turned writer Aling Pinggam in a simple but impressive function held here at Capital Complex All Libo Ramo Bokar Welfare Society (ALRBWS) office, ESS Sector.

The primary purpose of this books is to analyse and explain about the historical routes of migration and its origin, matrimonial relation, social organization, folk tales and songs, phonology, clan and lineages and genealogy of Boh Aos the erstwhile Adi Pailibo of Arunachal Pradesh, revealed Pinggam.

“Like most tribal people in the world, the Boh Ao too do not have a written history, but they posses a rich oral history in the form of legends and folktales which have been transmitted to them from generation to generation. Subsequently, all these material has been made as a source material to reconstruct the early history of the Boh Ao tribe”, he said.

This book attempts to address the origin, genealogy, custom and geography etc. of Boh Aos and its inhabitant area in a perspective way.  This study has been undertaken in the hope that it might be useful to the present and future generations of Boh Aos and other reader looking for information, Pinggam added.

“Today is a historic day as noted sportsman has turned into writer and he had translated for the first time the oral history of their into written form”, said ABK president while releasing the book.

He also called upon the upcoming generations to focus on important issues and ventilate it out to the society to make strong society as well as strong nation.

Further, he emphasized that the book could preserve genealogy and focuses the people through his writing.

Lauding Pinggam, who brought laurel to the state in various national and international events through kick boxing, ALRBWS president T Kochung hoped that more such books will come out to depict the importance of the society.

ALRBWS convener Takar Tapen and Vice-president Akar Koje also spoke on the occasion.

 

 

Lathao Hr SS team lift inter-school football trophy

NAMSAI, Sept 8: On the eve of Teacher’s Day, the final match of Inter-School Football League Tournament under the age group of 16 was played between Lathao Hr. Secondary School and Namsai Secondary School. After a tooth-biting performance by the teenage players, Lathao Hr. Sec. School won the trophy in penalty shot.

Attending the concluding ceremony of the tournament, Finance Minister Chowna Mein emphasized the need of sports for the youths. He admired SEWA for conducting such events. He also informed that the State Government is taking lots of initiatives to promote better sports in the state.  The minister was accompanied by DCC (I) President Chow Zingnu Namchoom, ZPM Chairperson C.K. Mounglang, ZPM Namsai, Chow Mahajini Chowpoo, ADC Namsai, all HoDs of the Sub-Division and other public leaders.

All the players and match officials of the tournament were conferred with gifts, medals and citations. The Secretary General of SEWA, C.T. Manlong delivered his welcome address, while president  of the  association  Dr. C M. Thamoung in his speech, highlighted the evil effects of substance abuse and also explained the aims and objectives of the Association.

In his speech, he informed that a 10-point memorandum had already been submitted to Chief Minister   who had appreciated the steps being taken by SEWA to root out this evil. The President also appealed Finance Minister to review the memorandum with CM and other council of ministers in the cabinet.

SEWA also  awarded two retired teachers of the Sub-Division  namely Chow Saong Moungkang (Lifetime Achievement)  and Lonkeswar Kalita. The awards were distributed by Finance Minister.

Sector roads of capital is unhygienic and battered

Dear Editor,

I appreciate the efforts of the DA, Department of land, UD and Housing, GoAP to dismantle illegal buildings constructed in the vicinity of govt quarters and along NH. But again, am not contend with what the govt is doing to make their efforts worthwhile.  Clearing the vicinity of the NH to broaden it and to construct public facilities is good but not taking requisite steps to clear and maintain the increasing garbage in the highway and unhygienic and battered sector roads are not good at all. Checking the illegal occupation and construction of private buildings near govt buildings is good but not doing anything to check and maintain the old and decrepit govt buildings is not good at all. While the city and its dwellers are increasing day by day the need for proper and more accommodation are increasing with it. The roads are hardly improving and the govt buildings are getting older. There are not even enough govt quarters to counter the needs and neither new buildings/quarters are made and even govt employees now prefer private rented apartments.

Increase in private buildings has catered to these needs. But the govt is doing great. I just wonder why they waited so long to exercise their power. Apart from this; it seems that the garbage and dumping sites have startlingly increased after the municipal elections. The drains made last year have vanished. Nothing is really happening. It is better if the govt pay attention to such matters first in lieu of showing that the govt really works.

Bring more transparency

Dear Editor,

Very often we find so and so organizations, unions and associations condemning about manipulation in job interviews and monetary involvement in the whole process. I would like to put forward my view and suggestion in this regard in order to maintain transparency and to avoid any such illegal and unfair practices. Why don’t our state service commission like APPSC and various other Government Departments while declaring the results of selected candidates furnish total marks obtained along with??

    So therefore it’s my earnest request to afore mention service commission and various other Government Departments to access this suggestion so as to bring about transparency in the interview selection process and clear the confusions of aspiring candidates. And also to prove the clean image of the recruiting commission, department and board. Please don’t wait for another RTI to be filed and long lasting dharnas and strikes.

Good work should be appreciated

Dear Editor,

Huge success of the recently concluded mass job fair-cum-skill development interview rally organized by the State Government under the dynamic leadership of Chief Minister Nabam Tuki apparently is pinching thorns in the eyes of the oppositions.   

In all 9,012 Arunachalees out of a total 13,383 registered youth took part in a job fair-cum-skill development interview rally. About 70% of the youths were reportedly selected by two or three of the total 28 vocational training providers, creating a new record. The massive participation of youths from every nook and corner of the state in the job mela is testimony of its success and speaks volume about the seriousness of our youths towards skill development and employability.

Such initiatives by any state government, which too with the personal involvement of Arunachal Pradesh Chief Minister Nabam Tuki, has never before been seen in any part of the country. Doesn’t this make us proud? Doesn’t Arunachal Pradesh find its prominent spot in the country’s map?

Criticizing anybody for criticism sake is not a healthy practice. The Sporadic reaction and opposition from few national and regional political parties and also from few vested interest individuals in the social media soon after the completion of the first ever successful JOB MELA has showcased their narrow mindedness and outburst of their utter frustrations. It reflects the lack of vision, absence of conscience to appreciate good and constructive development happening in the State of Arunachal Pradesh. Such negative stand of any political party has to be out rightly rejected and condemned in the strongest words.

If these political parties and few individuals term Job Mela as a political gimmick, then so be it. As long as unemployed youths are engaged and gainfully employed we don’t mind the Congress government making it a stunt to lure votes. In fact we appreciate and endorse the vision of our chief minister who understood the basic problem of our state and pledged to address these issues. In fact, this was one of the driving forces behind the job fair. Arunachal has a huge communication bottleneck due to the treacherous geography of the hills, so the government got the vocational training providers to come here and interview the unemployed youth. Isn’t this a realistic and practical approach? If it is not then what does these political parties interpret about realistic and practical approach?

We are confident that the State Government might have definitely put in place mechanism to ensure that the Vocational Training Providers conduct proper training and offer placement for the selected candidates. The seed has been sown, let us wait for crop to reap and then will give a befitting reply to these wide open mouthed self centered individuals and political parties. 

If we are not wrong, there would have been definitely many candidates from the family of these opposition political party leaders who participated in the Job Fair and many selected also. Before raising brows upon the Government, why don’t these self centered people ask their children and take their view first?

We appreciate and commend the innovative step initiated by Arunachal Pradesh Government under the leadership of CM Nabam Tuki and while keeping our fingers crossed believe that he would come out with many more wonders for the our people and the state. We are proud of you sir.

What is capital administration doing?

Dear Editor,

For the last two days am reading a circular in your daily circulated by members of Capital Complex Land Affected Peoples Forum wherein they are calling all encroacher/land affected peoples of capital complex for general meeting at Nirjuli. I had a big laugh after reading the circular. These land encroachers has no shame and has courage to declare themselves as encroacher in the newspaper.

Where is Mr Talo Potom, land department authority and why capital administration is silent on this issue. As they have already declared in front of world that they are encroacher, is not its duty of capital administration to take action against them. Also is this meeting not illegal, considering that it’s a meeting of land encroacher. Potom sir and DC Capital you have a task cut out for you.

Listen to us Library department

Dear Editor,

With utmost sincerity, through your esteemed daily, I would like to put forward the delinquency of the State Library Department. I am a regular visitor of the library and hire books on a regular basis. Like any other ordinary day on 31.08.2013 I went to the library to return back the books 1 have issued from the new library block that has been opened recently few months ago. But it was closed. On enquiry, I was told to come next day. To my dismay, it happened for 4 more days.

I came to know from other source that some staffs had gone for training and there is shortage of staff members. I was never told so. Over my question, I didn’t really get an appropriate answer which meant I was ignored. Have I no right to information? At least a notice should have been stuck so that I wouldn’t have wasted my time going there. It is my kind request to the department to please avoid such misconduct.

Apart from this, with due respect and honour, I kindly request department to please increase the time period of library. For school students it is very difficult to catch up with time as many reach home after 3pm. It is my own experience that I used to go to the library sacrificing my lunch like many other school going students. We had to rush even faster as library often closes before 4pm which is against its own rule and regulation. Moreover, it adds to our disappointment that the library remains closed on Sunday.

Therefore, it is my sincere request to the concerned authority to look into the matter and take an appropriate action at the earliest possible. For many book lovers like me, library is our second school. Improving and managing the time as I have mentioned above, will not only give us more time to spend in the library, but will also encourage other students to come and read in the library.

Damsite and Pachin colony road need urgent attention

Dear Editor,

Through you esteemed daily, I would like to throw a light into pathetic condition of roads in Damsite and Pachin colony, Naharlagun.

The worst condition of road one can witness within capital complex is that of the roads of Damsite and Pachin colony. Those who have not visited these places may find it hard to believe that there exist roads in capital complex which is much worse than many roads in remotest villages of the state. When you are in two or three wheelers on these roads, you are compelled to believe that a journey on horse-back would be much smoother and easier. Hence Capital dwellers need not go to distant places for adventurous trekking with these sorts of tracks readily available within state capital.

Since time immemorial, these roads have been crying for maintenance but only to find deaf ears of authority. Our local MLA needs to understand that the patience of people of Damsite and Pachin is running out. When is he going to give us the roads we deserve? No head would believe that required amount of fund was never sanction against these roads. It’s clear case of corruption for which people rightly blame local MLA for he is accountable to the people of capital complex. As such the concerned local MLA must wake himself up and let the people feel his existence.

I wonder if dreams of people of capital complex to have proper roads would ever be realized. I wonder if our concerned authority/MLA would ever bother to budge an inch.

China ahead in material consumption

China has surged ahead of the rest of the world in material consumption, creating intense environmental pressures, but the country also remains among the most successful in the world in improving resource efficiency, according to a new report released by the United Nations Environment Programme (UNEP).

The report found that China's growing affluence has made it the world's largest consumer of primary materials (such as construction minerals, metal ores, fossil fuels and biomass), with domestic material consumption levels four times that of the USA.

From 1970 to 2008, China's per capita consumption of materials grew from one third to over one and a half times the world's average levels. Domestic consumption of natural resources per capita increased at almost twice the rate of the whole of the Asia Pacific region due to massive investments in urban infrastructure, energy systems and manufacturing capacity. The report notes, however, that some 20% of the resource use in China goes towards the production of goods which are eventually consumed abroad.

The UNEP report underlines China's relative improvements in energy efficiency.  While the country's absolute energy efficiency is below the average for the Asia Pacific region and the rest of the world, its energy efficiency improved faster than anywhere else over the past four decades.

However the report notes these improvements in energy efficiency alone are not enough to stabilize environmental pressures. It states that if China's most recent policy initiatives - which include targets to reduce water consumption and losses of arable land, and to increase the up-take of non-fossil fuels - fail to accelerate resource efficiency gains beyond current rates, environmental pressures can be expected to increase rapidly.
