BGR Award for Wakro student
WAKRO, Sept 8: In a simple function at Anugrah the Beena Ghose Roy (BGR) Award for academic excellence was presented to Kenter Tacha, daughter of Yasap Tacha and EkenTacha today. The BGR Award is being presented every year to mark the International Literacy Day to best performer among the Arunachal Pradesh Scheduled Tribe students appearing for the AISSE of the CBSE from the government secondary school, Wakro.
The name of Kenter Tacha was recommended by Md Ahmad, Head Master of the government secondary school, Wakro. Yasap Tacha received the certificate and cash award on behalf of Kenter who is pursuing studies in Itanagar.
Earlier in a visit to Anugrah, Seju P Kuruvilla, Superintendent of Police, Tezu appreciated the Anu Shiksha Seva Trust for services rendered to society. The SP further exhorted all members of the ASSET to continue to serve the society with dedication.
Kuruvilla also took out time to meet and interact with Apne Apyailu Mam and Apne Reshma Halai, girl children sponsored free education with assistance from the 82 Mountain Brigade of the Indian Army. He expressed happiness saying such initiative by the army will do wonders to the society as education is the best way to touch lives and brighten the world. Damodar A.T. AAPSU against demolition of big structures
ITANAGAR, Sept 08: While supporting the ongoing eviction by the state government for taking over land for right of way for national highway, school compound, temple or church or public ground, the All Arunachal Pradesh Students’ Union (AAPSU) said it would not tolerate or allow dismantling of buildings for any other purpose.
After a meeting with Capital Complex Land Affected Peoples’ Forum (CCAPF), AAPSU president Kamta Lapung pointed out that 30% and 70% of the land belonged to reserve forest and to community respectively. Instead of creating a controversy over the issue, the GoAP should voluntarily issue land possession certificate to the occupants in the twin capital without any distinction and create a conducive situation to resolve the issue immediately, Lapung said in a statement.
Accusing the GoAP for “failure in all front”, he asked the authority to stop circulation of notice to individuals for eviction drive as AAPSU as per its principle is committed to protect the property of every individual.
Either all the dilapidated GoAP quarters should be maintained or float tender for the purpose floated.
Lastly, Lapung suggest the GoAP to create the table for early solution with Capital Complex Land Affected Peoples’ Forum.

DAMBUK, Sept 08: Visit to flood affected areas of Anpum-
The flooding crisis followed after last week’s heavy downpours that caused Dibang and Datung rivers to over flow, leaving large parts of Paglam and surrounding areas under water.

On reaching Paglam circle headquarters, the team was received by local panchayat leaders, government officials and the local public. Tokbom Saring, Anchal Chairperson, Dambuk, Moba Riba, Anchal Samity Member (ASM), Bango, and Monitong Mili, ASM, Anpum accompanied the team.
Local residents say that they had not seen any government officials in their area, nor have they received relief materials. Many were livid with anger that government had abandoned them to face life with virtually nothing. A small medical team from nearby primary health centre was the only help available for them. A week has passed by since the whole area was deluged by flood water where up to 10,000 people of the circle are affected. Transport in most parts of these areas has also been paralyzed due to damaged roads and overflowing river water.

Villagers are decrying the absence of government officials as they having been reduced to the most basic existence, where even drinking water is in scarce.
The flood crisis has given rise to lack of safe drinking water in these areas. In several of the houses, the hand pump is submerged under the water, which was the only source for safe drinking water. The flood water has also not spared the roads, culverts and electric poles, damaging all that comes through its way.
The flooding has also damaged the school infrastructure. The campus of government secondary school in Paglam are all covered with dirt and mud carried by flood water. All classrooms are badly damaged with walls perforated by gush of flood water, and desks and benches washed away.
Almost all parts of Paglam headquarters is severely affected with several government quarters, private residences and the government offices inundated by flood water.
Learning of the miseries of flood affected people; the Dambuk anchal samity leader Saring donated Rs 20,000 as immediate relief. Announcing the relief, he said its best they are doing with Dambuk anchal samity currently plagued by severe shortage for resources.
The local villagers carried ray of hope from the visiting team. “We hope authorities learn of our miseries. Government officials keep abstaining as well our own leaders do ever care to visit. This visit has brought us some hope,” said one resident.

“We are hopeful that a decision in this regard will soon be taken,” Tuki said. He also observed that decisions once taken takes time for implementation as there are laid down norms and legal procedures to follow. Hence, it is advisable that the citizens bear with the government and cooperate instead of giving deadlines for certain demands to be fulfilled.
“Please don’t jump to conclusions that the Government is sleeping over issues and doing nothing. It is for our own good and overall benefit of the people that issues are sorted out as soon as possible. But at times certain things are beyond the control of even a government,” the Political Secretary to Chief Minister Bamang Tago pointed and appealed all to understand the situation.
In the light of above, the Tago requested ANSU to reconsider their 36 hour proposed bandh call from September 12 next for the greater interest of the common people particularly the daily wage earners and the business communities. He further cited that in the backdrop of monsoon creating havoc in form of flood and natural calamity, it would be tough time for all to fight against the nature’s fury at times of emergency if the bandh is being affected. “This is the period of school examinations and there are many schools which are conducting Second Semester examinations these days” Tago said while appealing the Union to call off the bandh so that the academic activities of the students are not affected.

PASIGHAT, Sept 08: Juvenile Remand Home, Pasighat, the only home of the juvenile delinquent in the state is running without proper infrastructure and other requirements to host the inmates. Lack of vehicles and manpower shortage become major impediment in smooth functioning the ‘Home.’
There are six contractual staff including the cook man and gardener, who have been assigned to conduct overall activities of the juvenile home. Although the contractual staffs have been performing theri duties with minimal incentive, yet the authority’s negligence is bringing a bleak future to their families.
This correspondent, during recent visit noticed pathetic condition inside the juvenile home depicting utter negligence from the governments end. A larger portion out of the allotted 7 hectare plot inside the home is lying unused and covered with unwanted weeds and bushes.
The contractual staffs, while revealing their grievances said that they were working here for several years with an expectation of regularization, but the authority’s negligence is pouring cold water on their cherished hope.
The Juvenile Justice Act, 2006 passed by Indian Parliament came into existence in the state in 2007. The Act was enforced in order to take proper care and rectify the young criminals through proper education and rehabilitation measures. The Arunachal government, following legal provisions of the Act, set up the ‘Juvenile Home’ at Pasighat town outskirts in 2008. But the home is not yet properly functioning thanks to the negligence of the successive state governments. The juvenile inmates are debarred from getting proper care and rehabilitation measures.
The district Women and Child Development department has been moving the authority to appoint regular staff for running the juvenile home, their move fails to attract attention of the concerning ministry. The home had a sanction of Rs 17 lakh for construction of administrative building, staff quarter, girls’ hostel inside the home complex. But, appointment of regular staff, arrangement of vehicles and other facilities are yet to be addressed.

Forum for suitable solution to land encroachment issue
ITANAGAR, Sept 08: While appreciating the ongoing ‘uniform’ verification drive by CEO cum ADM in Capital Complex, the Capital Complex Land Affected Peoples’ Forum (CCLAPF) today said that no private buildings constructed in the so called encroached Govt. plot shall be left out.
In its general body meeting held at Nikum Niya Hall, Nirjuli today, the Forum apprised the members that it had called on the DC capital and many other Govt officers and public representatives on this issue and also submitted its representation to the Chief Minister. As the eviction drive affects more than 20,000 people, the legislators and other dignitaries assured to look into the matter sympathetically, the Forum said.
The CCLAPF further said that no sectors or colonies in the entire Capital Complex is completely free from the so called encroachment cases. “In fact large number of private buildings, whose combined value would run into hundreds of crores of rupees, have already come up and is providing shelter to thousands of families.” The Forum feels that at this stage, the whole issue should be looked into in a very holistic manner. “Further, considering the number of private buildings which have already come up in the so called encroached Govt. plots in all the sectors; the effect and scenario in the event of any demolition, if ever carried out uniformly, would be no different than a city which has been ruthlessly bombarded. In other words, the Capital Complex would become a ruined city.” The Forum earnestly hopes that the present people first government of the state would surely evolve some suitable solution to this vexed issue.

ITANAGAR, Sept 8: Adi Bane Kebang (ABK) president Kangir Jamoh today unveiled a book named ‘The Boh Ao…History and evolution of the Boh Ao Tribes of Arunachal Pradesh’ written by pugilist turned writer Aling Pinggam in a simple but impressive function held here at Capital Complex All Libo Ramo Bokar Welfare Society (ALRBWS) office, ESS Sector.
The primary purpose of this books is to analyse and explain about the historical routes of migration and its origin, matrimonial relation, social organization, folk tales and songs, phonology, clan and lineages and genealogy of Boh Aos the erstwhile Adi Pailibo of Arunachal Pradesh, revealed Pinggam.
“Like most tribal people in the world, the Boh Ao too do not have a written history, but they posses a rich oral history in the form of legends and folktales which have been transmitted to them from generation to generation. Subsequently, all these material has been made as a source material to reconstruct the early history of the Boh Ao tribe”, he said.
This book attempts to address the origin, genealogy, custom and geography etc. of Boh Aos and its inhabitant area in a perspective way. This study has been undertaken in the hope that it might be useful to the present and future generations of Boh Aos and other reader looking for information, Pinggam added.
“Today is a historic day as noted sportsman has turned into writer and he had translated for the first time the oral history of their into written form”, said ABK president while releasing the book.

Sector roads of capital is unhygienic and battered
Dear Editor,
I appreciate the efforts of the DA, Department of land, UD and Housing, GoAP to dismantle illegal buildings constructed in the vicinity of govt quarters and along NH. But again, am not contend with what the govt is doing to make their efforts worthwhile. Clearing the vicinity of the NH to broaden it and to construct public facilities is good but not taking requisite steps to clear and maintain the increasing garbage in the highway and unhygienic and battered sector roads are not good at all. Checking the illegal occupation and construction of private buildings near govt buildings is good but not doing anything to check and maintain the old and decrepit govt buildings is not good at all. While the city and its dwellers are increasing day by day the need for proper and more accommodation are increasing with it. The roads are hardly improving and the govt buildings are getting older. There are not even enough govt quarters to counter the needs and neither new buildings/quarters are made and even govt employees now prefer private rented apartments.
Increase in private buildings has catered to these needs. But the govt is doing great. I just wonder why they waited so long to exercise their power. Apart from this; it seems that the garbage and dumping sites have startlingly increased after the municipal elections. The drains made last year have vanished. Nothing is really happening. It is better if the govt pay attention to such matters first in lieu of showing that the govt really works.

Dear Editor,
Very often we find so and so organizations, unions and associations condemning about manipulation in job interviews and monetary involvement in the whole process. I would like to put forward my view and suggestion in this regard in order to maintain transparency and to avoid any such illegal and unfair practices. Why don’t our state service commission like APPSC and various other Government Departments while declaring the results of selected candidates furnish total marks obtained along with??
So therefore it’s my earnest request to afore mention service commission and various other Government Departments to access this suggestion so as to bring about transparency in the interview selection process and clear the confusions of aspiring candidates. And also to prove the clean image of the recruiting commission, department and board. Please don’t wait for another RTI to be filed and long lasting dharnas and strikes.

Such initiatives by any state government, which too with the personal involvement of Arunachal Pradesh Chief Minister Nabam Tuki, has never before been seen in any part of the country. Doesn’t this make us proud? Doesn’t Arunachal Pradesh find its prominent spot in the country’s map?
Criticizing anybody for criticism sake is not a healthy practice. The Sporadic reaction and opposition from few national and regional political parties and also from few vested interest individuals in the social media soon after the completion of the first ever successful JOB MELA has showcased their narrow mindedness and outburst of their utter frustrations. It reflects the lack of vision, absence of conscience to appreciate good and constructive development happening in the State of Arunachal Pradesh. Such negative stand of any political party has to be out rightly rejected and condemned in the strongest words.
If these political parties and few individuals term Job Mela as a political gimmick, then so be it. As long as unemployed youths are engaged and gainfully employed we don’t mind the Congress government making it a stunt to lure votes. In fact we appreciate and endorse the vision of our chief minister who understood the basic problem of our state and pledged to address these issues. In fact, this was one of the driving forces behind the job fair. Arunachal has a huge communication bottleneck due to the treacherous geography of the hills, so the government got the vocational training providers to come here and interview the unemployed youth. Isn’t this a realistic and practical approach? If it is not then what does these political parties interpret about realistic and practical approach?
We are confident that the State Government might have definitely put in place mechanism to ensure that the Vocational Training Providers conduct proper training and offer placement for the selected candidates. The seed has been sown, let us wait for crop to reap and then will give a befitting reply to these wide open mouthed self centered individuals and political parties.
If we are not wrong, there would have been definitely many candidates from the family of these opposition political party leaders who participated in the Job Fair and many selected also. Before raising brows upon the Government, why don’t these self centered people ask their children and take their view first?

What is capital administration doing?
Dear Editor,
For the last two days am reading a circular in your daily circulated by members of Capital Complex Land Affected Peoples Forum wherein they are calling all encroacher/land affected peoples of capital complex for general meeting at Nirjuli. I had a big laugh after reading the circular. These land encroachers has no shame and has courage to declare themselves as encroacher in the newspaper.
Where is Mr Talo Potom, land department authority and why capital administration is silent on this issue. As they have already declared in front of world that they are encroacher, is not its duty of capital administration to take action against them. Also is this meeting not illegal, considering that it’s a meeting of land encroacher. Potom sir and DC Capital you have a task cut out for you.

Dear Editor,
With utmost sincerity, through your esteemed daily, I would like to put forward the delinquency of the State Library Department. I am a regular visitor of the library and hire books on a regular basis. Like any other ordinary day on 31.08.2013 I went to the library to return back the books 1 have issued from the new library block that has been opened recently few months ago. But it was closed. On enquiry, I was told to come next day. To my dismay, it happened for 4 more days.
I came to know from other source that some staffs had gone for training and there is shortage of staff members. I was never told so. Over my question, I didn’t really get an appropriate answer which meant I was ignored. Have I no right to information? At least a notice should have been stuck so that I wouldn’t have wasted my time going there. It is my kind request to the department to please avoid such misconduct.
Apart from this, with due respect and honour, I kindly request department to please increase the time period of library. For school students it is very difficult to catch up with time as many reach home after 3pm. It is my own experience that I used to go to the library sacrificing my lunch like many other school going students. We had to rush even faster as library often closes before 4pm which is against its own rule and regulation. Moreover, it adds to our disappointment that the library remains closed on Sunday.
Therefore, it is my sincere request to the concerned authority to look into the matter and take an appropriate action at the earliest possible. For many book lovers like me, library is our second school. Improving and managing the time as I have mentioned above, will not only give us more time to spend in the library, but will also encourage other students to come and read in the library.

Damsite and Pachin colony road need urgent attention
Dear Editor,
Through you esteemed daily, I would like to throw a light into pathetic condition of roads in Damsite and Pachin colony, Naharlagun.
The worst condition of road one can witness within capital complex is that of the
roads of Damsite and Pachin colony. Those who have not visited these places may find
it hard to believe that there exist roads in capital complex which is much worse
than many roads in remotest villages of the state. When you are in two or three wheelers
on these roads, you are compelled to believe that a journey on horse-
Since time immemorial, these roads have been crying for maintenance but only to find deaf ears of authority. Our local MLA needs to understand that the patience of people of Damsite and Pachin is running out. When is he going to give us the roads we deserve? No head would believe that required amount of fund was never sanction against these roads. It’s clear case of corruption for which people rightly blame local MLA for he is accountable to the people of capital complex. As such the concerned local MLA must wake himself up and let the people feel his existence.
I wonder if dreams of people of capital complex to have proper roads would ever be realized. I wonder if our concerned authority/MLA would ever bother to budge an inch.

China ahead in material consumption
China has surged ahead of the rest of the world in material consumption, creating intense environmental pressures, but the country also remains among the most successful in the world in improving resource efficiency, according to a new report released by the United Nations Environment Programme (UNEP).
The report found that China's growing affluence has made it the world's largest consumer of primary materials (such as construction minerals, metal ores, fossil fuels and biomass), with domestic material consumption levels four times that of the USA.
From 1970 to 2008, China's per capita consumption of materials grew from one third to over one and a half times the world's average levels. Domestic consumption of natural resources per capita increased at almost twice the rate of the whole of the Asia Pacific region due to massive investments in urban infrastructure, energy systems and manufacturing capacity. The report notes, however, that some 20% of the resource use in China goes towards the production of goods which are eventually consumed abroad.
The UNEP report underlines China's relative improvements in energy efficiency. While the country's absolute energy efficiency is below the average for the Asia Pacific region and the rest of the world, its energy efficiency improved faster than anywhere else over the past four decades.
